Course Description
This course will examine how our country enfranchises its citizens, organizes its elections, counts its votes, and decides who wins and who loses. Elections in the United States are largely governed by state law and, in a few instances, local law. However, there is a body of federal law, deriving from the Constitution and a number of federal statutes, that establish rules for the conduct of elections. This course is largely devoted to the federal law aspects that create the sometimes dense, sometimes porous framework for the conduct of American elections. Special attention is given to the constitutional aspects of federal election law as defined by the Supreme Court and by lower courts, and several sections of the course give attention to federal statutes and regulations.
